When I enter

http://192.168.1.1/isqlplus

I am getting an 404 error message on a Bordeaux colored background.
In order to be able to use isqlplus in the lan do I have to start any extra service on the server machine?

No doubt. You don't have a port.

In your link they don't say what port is required.

But, in case you are also your own system administrator, you can review your installation log to see which port the HTTP Server was initialized with.

From an install log:

The HTTP Server can be accessed using the following URLs:

http://server_name:7778
https://server_name:443

Then try http://server_name:7778/isqlplus

If you are on 10g (or some other variations of installation like J2EE apps), you may see a port number of 5560.
