Hi,
I have a logical standby database setup from primary and the standby database is a superset of primary database. We have a requirement to build another Logical standby database from the existing logical database and make the primary apply the logs to both the logical standby database. Is that is possible?

Then you build this secondary standby from the primary like you did it from the first one.

The issue is, the existing logical standby database data is super set of the primary, so we need to have the data same as the logical standby database.

So the second standby is a standby of the first standby and not of the primary and so must be updated when the first standby is updated and not when the primary is but if your system is well tuned and configured, it is the same thing.

Yes, this is possible, a logical standby is a database like any other one.

You may be able to make this work (search for "cascading standby") but it is not supported. In release 12 cascading standby is supported, but only for physical standbys, not logical.
